一、项目单位基本情况

合肥新站综合开发试验区是合肥市三大开发区之一，是合肥市市区中的开发区，是合肥市服务贸易业的集中区，同时还是合肥市交通枢纽的物流园区。现在，试验区正在全面开展“二次创业”，全区工作的重心和产业发展的方向正在向现代商贸、现代物流和加工制造业转移。

合肥新站综合开发试验区工业发展办公室是试验区管委会的派出机构，专门负责新站工业园的招商、管理、开发和服务工作。

二、项目背景

新站试验区站南地区是一个新兴的商贸区，服装贸易业十分发达，交易量很大，迫切需要生产企业的保障。同时，试验区的物流设施配套十分齐全，海关监管点已落户区内，广州宝供、深圳共速达等一批大型现代物流企业也已进驻区内，可为生产企业提供良好的服务。

三、项目建设规模与内容

该服装加工区占地近400亩，可整体开发，也可分块进行开发。项目内容以服装加工为主，适合生产加工外贸出口服装，以及为周边市场提供产品。

四、市场分析

新站区内有安徽大市场、白马服装城、中绿广场、七浦服装市场、光大国际广场等一批大型服装市场，对服装产品需求很大。同时，区内还有合肥对外经济技术合作公司等一批进出口公司，希望有企业能就近进行订单加工，为出口配套。

五、项目生产技术、工艺及设备

拟入区企业可自主决定，原则上需符合环保等方面的要求。

六、投资估算及筹资方案

该服装加工区总投资额应在4亿元左右，投资强度需不低于100万元/亩。拟入区企业可自筹资金，也可贷款或融资。

七、项目进展情况

该服装加工区用地指标已获批，即将开始征地拆迁和基础设施建设。土地出让将做到“五通一平”。

Project provider basic situation: Hefei New Railway Station  Comprehensive Development Experimental Zone(HCDEZ) is one of the 3 development zones. The zone is in the downtown of the city. For the time being, the development emphasis are transferring to modern commerce, logistic industry and manufacturing. The administration committee of HCDEZ is the derived organization of Hefei municipal government. And the Industrial Development Office stands for the administration committee to exert management ,promotion etc function.

Project backgroud: the south area of the Xinzhan development zone is a new commerce and trade district, and the costume trade is booming , and the trading volume is huge. The guarantee from producing factories is required urgently. The logistic facilities are all ready. The custom supervising branch has located in the area. And some large scale logistic enterprises has come into the zone, they will provide favorable service to the producing enterprises.

Project scale: It occupies 400 mu，which could be developed as a whole, or divided respectively. It aims at costume process for export or providing products for the markets nearby.

Market analysis: There are a passel of large scale costume markets in HCDEZ: Anhui Grand Market, White Horse Costume Market, Zhonglv Plaza, Qipu Costume Market and Guangda International Costume Market. So there is a huge requirement for the costume products. At the same time, Hefei foreign economy and technology cooperation corp. can supply convenient exporting service.

Producing technique and facilities: Producing technique and facilities can be decided by the investment enterprises. It should be up to the environment protection policies.

Investment budget: the total investment is 400 million yuan, the investment intension should be no less than 1 million yuan per mu.

Project progress: the land using index has been approved by the government. And the infrastructure construction will be started soon.
